With advancement made in medical technology in relation to organ transplant, the scope of transplantation as a modality of treatment has increased the demand for organs, which as the situation stands, exceeds the supply. This mismatch raised the concerns of organ trafficking and commercialization of the organ transplant. To address these unlawful practices, the Government of India passed Transplantation of Human Organ Act (THOA) in 1994. It provides regulations on removal, storage and transplantation of Human Organs for therapeutic purposes and prevention of commercial dealings. In order to streamline the process of organ transplantation and curb instances of illegal dealings, the Government of India enacted the amendments in THOA in 2011. In supersession of the Transplantation of Organ Rules, 1995, Govt. of India notified the Transplantation of Human Organs and Tissues Rules, 2014.

The cornerstone of the success of the Organ Transplant Programme is the TRUST and CONFIDENCE it can garner from the people of Goa. SOTTO-GOA ‘NAVE JIVIT’ aspires to achieve this through honest, transparent functioning and implementation of ethical, scientific practices in all the activities related to the transplant programme.

SOTTO-GOA ‘NAVE JIVIT’ is primarily responsible for delivering the objectives of The National Organ Transplant Programme (NOTP) an undertaking of Ministry of Health and Family Welfare (MoHFW), Government of India.

Functions of SOTTO
Each state has one SOTTO that is responsible for the following functions:
  • Organ Donation
  • Organ Allocation
  • Maintenance of Registries
  • Training and Public Awareness.
  • Implement various Schemes under the National Organ Transplant Programme (NOTP).

National Organ Transplant Programme – NOTP

As per the Transplantation Human Organ Act 1994, The National Organ Transplant Programme – NOTP is setup under the aegis of Ministry of Health & Family welfare, Government of India. To organize an efficient mechanism for organ and tissue procurement/retrieval especially from deceased donors and their distribution for transplantation and to promote deceased organ & tissue donation including pledging for the same.
Objectives of NOTP:

To achieve these objectives the networking organization the NOTTO, ROTTO’s, SOTTO’s are established.

  • To spread awareness about various aspects of organs and tissue transplantation among the public at large.
  • To bridge the gap between the demand & supply of organs for transplantation.
  • To establish new and strengthen the existing organ and tissue retrieval and transplant infrastructure facilities especially in public sector hospitals/institutions.
  • To train required manpower for Organ & Tissue Donation, Retrieval & Transplant.
  • To identify/establish skill centre’s for training of transplant & retrieval surgeons, physicians, Anaesthetists, immunologists, Nurses, Transplant Coordinator etc. in NOTTO/ROTTO/SOTTO/Medical Colleges/ Institutions as applicable.
  • To monitor organ and tissue transplant services and bring about policy and programme corrections/ changes whenever needed.
  • To establish and operationalize Digital National Organ &Tissue Donation and Transplant Registry.

National Organ & Tissue Transplant Organization (NOTTO)

NOTTO is an apex level organization having components of National networking, National Registry, National level Biomaterial centre and facility of cadaver organ and tissue retrieval Operation theatre are established in the Safdarjung Hospital Campus, New Delhi under Directorate General of Health Services.

Functions of NOTTO:
  • Drafting Policy guidelines and protocols.
  • Web based Networking.
  • Establishing and Maintaining National Registry.
  • Advocacy and awareness.
  • Co-ordination when organ is allocated outside region and to PIO/Foreigner and in Delhi.
  • Research
  • Dissemination of information.
  • Coordinate and Organize trainings and capacity building workshops.
  • Consultancy support on all aspects of donation and transplantation.
  • National Biomaterial centre
  • SOTTO for Delhi

Regional Organ & Tissue Transplant Organization (ROTTO)

ROTTO’s is a regional networking organization. India is divided in 5 regions namely North, South, East, West and North East. The SOTTO Goa comes under the region West i.e. ROTTO SOTTO Mumbai based at KEM Hospital.

Functions of ROTTO:
  • Networking including allocation, where SOTTOs not functional
  • Co-ordination when organ is allocated outside State.
  • Collection of data and statistics from SOTTOs including registry of the region.
  • Monitoring and surveillance.
  • Training and workshops.
  • Developing IEC materials as per regional need.
  • Intersectoral meetings, IEC and advocacy for deceased organ donation in the region.
  • Technical guidance and Support.
  • Establishing and operationalizing regional biomaterial centre.
  • ROTTO is also SOTTO for the State in which it is located.
